Water Resources Development Act Project Proposals

The Transportation and Infrastructure Committee has begun the process of developing the next Water Resources Development Act (WRDA), with the goal of passing a bipartisan bill that includes projects to improve the Nation’s ports and harbors, inland waterway navigation, flood and storm protection, and other water resources infrastructure, as well as policy reforms related to the U.S. Army Corps of Engineers Civil Works Program.

WRDA projects have national, regional, and local significance and help strengthen the Nation’s global competitiveness, grow the economy, move goods throughout the country and abroad, protect communities, and create jobs.  Congress has passed a bipartisan WRDA every two years since 2014. I am proud to publish my proposals:

Lakes Marion and Moultrie, SC - Modification

To provide safe and reliable potable water and wastewater services throughout a rural region of South Carolina. The term “Project” shall mean the construction of a regional water system, which will utilize the existing storage capacity of Lake Marion as a surface water source to supply potable water to areas that lie within Berkeley, Calhoun, Dorchester, and Orangeburg Counties, South Carolina. The regional water system consists of approximately 120 miles of current and planned transmission pipeline ranging in size from 12 to 36 inches in diameter and required appurtenances. The system will also include multiple elevated storage tanks from 0.3 to 1.0 million gallons, raw and finished water pump stations, and a water treatment plant designed to initially supply up to 8 MGD (millions of gallons per day), with the capability of increasing capacity to 12 MGD to meet future system demands. The term “Project” shall also mean the construction of a wastewater system, estimated to include up to 28 miles of collection system pipelines, 8 pumping stations, and a wastewater treatment facility. This wastewater system will serve the Town of Santee and the Town of Elloree, and it will enable Orangeburg County to serve the Matthews Industrial Park.  The Secretary of the Army has provided design and construction assistance for water and wastewater related environmental infrastructure and resource protection and development projects.  Nova Robbins, Project Manager, Civil Works, Charleston District, U.S. Army Corps of Engineers, has provided technical assistance for the recommended legislative text.
